In September the Americans in Fort Erie, being strongly reinforced, and elated by their repulse of General Drummond, marched out and made an attack on the British lines. General de Watteville received them with such effect that they rapidly fell back on Fort Erie and, no longer feeling themselves safe even there, they evacuated the fort, demolished its works, and retreated altogether from the shore of Upper Canada. In short, they had incurred an expenditure quite heavy enough to deter them from lightly attacking the Canadas again.The Swiss acted a more cautious part. Fearful that Napoleon might yet, by some other wonderful chance, regain his power, they summoned a Diet, passed an order for the neutrality of the cantons, and issued an order calling on the Allies to respect this, and not attempt to march troops through their country. This would have suited Buonaparte extremely well, as it would have closed his eastern frontiers to the Austrians, who were marching that way under Count Bubna; but the Austrians informed the Swiss authorities that they should certainly march through; and the Allied sovereigns dispatched Count Capo d'Istria and Herr Lebzeltern to Zurich to state that the power of France over Switzerland was at an end, and to desire them to send deputies to meet them, and to establish an independent government for Switzerland. Thus assured, the greater part of the cantons sent their deputies to Zurich, who proclaimed the restoration of national independence, and gave free consent for the armies of the Allies to march through the country.<024>
ONE:He had been able to borrow a hundred and eighty thousand livres from two of his adherents, had made serious exertions to raise arms, and though he had kept his project profoundly secret from the French King and Ministry, lest they might forcibly detain him, he had managed to engage a French man-of-war called the Elizabeth, carrying sixty-seven guns, and a brig of eighteen guns called the Doutelle, an excellent sailer. ONE:The subject of Church rates having created much ill-feeling in towns and districts where the Dissenters were most numerous, an attempt was made by the Government to abolish the impost. It was found that the sum which they produced was about 250,000 a year, and it was proposed to obtain that amount by a better management of the estates of bishops, deans, and chapters, by placing them under the control of eleven Commissioners, who should first pay the bishops and dignitaries' salaries out of the proceeds, and devote the rest of the fund thus realised to the objects for which Church rates were levied, namely, the repair of churches and the supply of the necessaries for public worship. But an outcry was raised against this plan as being based upon the principle of Church spoliation. The bishops and clergy resisted strenuously, and the friends of the Church were roused to such an extent that the majority in the House of Commons on the second reading of the Bill was only five. This majority was tantamount to defeat, and therefore the measure was abandoned.On the other hand, Barclay de Tolly, anxious to unite with Bagration and reach Smolensk, abandoned the strong encampment at Drissa, leaving Wittgenstein near there to watch the enemy and cover the road to St. Petersburg. The French pursued him with great rapidity, which, though it endangered his immediate union with Bagration at Vitebsk, yet served the Russian policy of drawing the enemy into the interior. Murat continually rushed forward with his cavalry to attack the rear-guard of De Tolly; but the Russian infantry maintained steady order, and continually withdrew before him. Every evening he was close upon them; every morning he found himself again distanced. The Russians appeared in full vigour, and well supplied with everything; the French were sinking with famine and fatigue. At Polotsk the Emperor Alexander left De Tolly, and hastened on to Moscow to prepare the inhabitants for that grand catastrophe which he already foresaw, and had resolved upon.

TWO:In the Commons, on the same day, Grenville delivered a message from the Crown, announcing to the House the imprisonment of one of their members during the recess. Wilkes immediately rose in his place, and complained of the breach of that House's privilege in his person; of the entry of his house, the breaking open of his desk, and the imprisonment of his personimprisonment pronounced by the highest legal authority to be illegal, and therefore tyrannical. He moved that the House should take the question of privilege into immediate consideration. On the other hand, Lord North, who was a member of the Treasury board, and Sir Fletcher Norton, Attorney-General, put in the depositions of the printer and publisher, proving the authorship of No. 45 of the North Briton on Wilkes, and pressing for rigorous measures against him. A warm debate ensued, in which Pitt opposed the proceedings to a certain extent, declaring that he could never understand exactly what a libel was.[181] Notwithstanding, the Commons voted, by a large majority, that No. 45 of the North Briton was "a false, scandalous, and malicious libel," tending to traitorous insurrection, and that it should be burnt by the common hangman.

TWO:The tumult in Ireland was succeeded by one in Scotland. The people of that country, though they were, by the provisions of the Act of union, to bear their proportion of the malt tax, had always refused compliance, and in 1713 had issued a violent resolution against it. They had never yet complied with the law, and Walpole, seeing the sturdy nature of the opposition, was willing to give up the point quietly. But during the Parliamentary Session of this year, Mr. Brodrick proposed that a duty of sixpence on every barrel of ale should be paid in lieu of it. Walpole was reluctant to go into the question, but the House was bent on it, and he therefore complied so far as to consent to a duty of threepence per barrel, or half the amount. There were promptly riots in Glasgow, and at Edinburgh the brewers refused to brew. Walpole sent down the Earl of Islay, the brother of the Duke of Argyll, and a zealous adherent of his own, to pacify the country. Islay behaved with equal prudence and firmness. He found the powerful combination of brewers essaying to make a stand against and then attempting to make terms with him. But he let them know that nothing but unconditional surrender to the laws would be accepted, and they at length held a meeting, where the chairman put the question, "To brew, or not to brew?" The members were to vote seriatim; but neither the man on his right nor the one on his left would venture to begin. In the long pause that ensued, one Gray declared that he thought there was nothing for them to do but to return to their trades; that he would not be bound by the majority, but would vote independently, and he voted to brew. The meeting broke up, and that night a number of breweries were set to work, and the next day, at noon, about forty brew-houses were in full action in Edinburgh, and ten in Leith.

ONE:Besides the flattering assurances of the steady improvement in commerce and manufactures, and, consequently, in the revenues, the Regent's Speech, read, as usual, by the Lord Chancellor, justly congratulated the country on the successful termination of the Pindarree war by the Marquis of Hastings. It informed the two Houses that a new treaty had been entered into with the United States for adjusting the different points at issue between the two nations, not settled by the treaty of peace, and also for regulating the commerce between them. It announced the results of the Congress at Aix-la-Chapelle, and stated that some new measures were needed for the care of his Majesty's person in consequence of the death of the queen. The Address, in both Houses, was carried almost pro forma. Mr. Manners Sutton was elected Speaker of the Commons by acclamation.The state of the Church of England was one of the most surprising deadness and corruption. Vast numbers of the churches had no minister resident, except a poor curate at a salary of some twenty pounds per annum, who, therefore, was compelled to do duty in two or three neighbouring parishes at once, in a manner more like the flying tailor of Brentford than a Christian minister; and the resident incumbents were for the most part given up to habits of intoxication, inherited from the last reign. Some of these ruling pastors held three or four livings, for the licence as to the plurality of livings was then almost unbounded.



FORE:The British during this year were engaged in a variety of enterprises, and in very different and distant parts of the world, with a success as various. The most remarkable undertaking was the defence of Lower Calabria, which showed what might be effected by British soldiers, if employed in sufficient numbers, and under able commanders. We have already sketched the attempt by a small Russian army and a smaller British one to support Ferdinand of Naples in his kingdom against the French. As General St. Cyr came back upon them, followed by Massena, with altogether sixty thousand men, the seven thousand of British and Russians were obliged to retreat, the Russians embarking for Corfu, and the British crossing over into Sicily, whither the Neapolitan Court had fled, taking up its residence at Palermo."My lords and gentlemen," said his Majesty, "I have come to meet you for the purpose of proroguing this Parliament, with a view to its instant dissolution." The voice of the king rose, and became still more shrill and piercing, as he reached the last clause of the sentence; and a loud buzz and hum, the loudest such a presence permitted, immediately followed, and nearly drowned all the succeeding sentences. The dissolution speedily followed the prorogation, and a new Parliament was summoned to meet on the 14th of June.

This was the cruel suspicion which was cast upon Lady Flora Hastings by some of the ladies about the Queen, and is supposed to have caused her early death. She was one of the ladies in attendance on the Duchess of Kent; and soon after her arrival at Court it was generally surmised, from the appearance of her person, that she had been privately married, the consequence of which was that, in order to clear her character, which was perfectly blameless, she was compelled to submit to the humiliation of a medical examination. Shortly afterwards she died of the disease which was suspected to be pregnancy, and the public feeling was intensified by the publication of the acrimonious correspondence which had taken place between her mother on the one side and Lady Portman and Lord Melbourne on the other.

TWO:During the year 1750 the French evinced a hostile disposition. They laid claim to part of Nova Scotia, and refused to surrender the islands of St. Lucia and St. Vincent, as they were bound to do by the Treaty of Aix-la-Chapelle. They continued to stir up bad feeling towards us both in Spain and Germany. The Empress listened with eagerness to the suggestions of France, and co-operated with that country in endeavouring to influence Spain against us. The right of search, however, was passed over in silence, and we continued to cut logwood[115] in Campeachy Bay and to smuggle on the Spanish Main, winked at by the Spanish authorities, but liable to interruption whenever jealousy or ill-will might be in the ascendant. In various directions our commerce flourished at this time, and many injurious restrictions were removed, such as those that hampered the whale fishery of Spitzbergen, the white herring and coast fisheries, the trade to the coast of Guinea, the import of iron from the American plantations and of raw silk from China. Our manufactures also grew apace, in spite of the internal jarrings of the Ministry and the deadness of Parliament.

ONE:On the 12th of April Wellington entered Toulouse amid the acclamations of the people. But Lord Wellington was accused by the French of fighting the battle five days after the abdication of Buonaparte, and therefore incurring a most needless waste of life. The fact was, that it was not till the afternoon of the 12th of April that Colonel Cooke and the French Colonel, St. Simon, arrived at Toulouse, bringing the official information that Buonaparte had abdicated at Fontainebleau on the 4th. Thus it happened that the battle was fought a week before the knowledge of the peace was received. Moreover, we have the evidence of Soult's own correspondence, that on the 7th of April, after he had heard of the entrance of the Allies into Paris, he was determined to fight another battle, and for the very reason that the Allies had entered Paris. When the English and French colonels arrived at Soult's camp with the same news that they had communicated to Wellington, Soult refused to submit to the Provisional Government until he received orders from Napoleon; nor did he acknowledge this Government till the 17th, when Wellington was in full pursuit of him towards Castelnaudary. On the 18th a convention was signed between Wellington and Soult, and on the following day a like one was signed between Wellington and Suchet. On the 21st Lord Wellington announced to his army that hostilities were at an end, and thanked them "for their uniform discipline and gallantry in the field, and for their conciliatory conduct towards the inhabitants of the country." ONE:LORD CASTLEREAGH.Grey and Fox then made an equally brisk attack on the support of Turkey by Ministers. They greatly applauded the Czarina, and Fox affirmed that so far from Turkey soliciting our interference, it had objected to it. On the same day, in the Lords, Lord Fitzwilliam opened the same question. He contended that we had fitted out an expensive armament to prevent the conquest by Russia of Oczakoff, and yet had not done it, but had ended in accepting the very terms that the Czarina had offered in 1790. Ministers replied that, though we had not saved Oczakoff, we had prevented still more extensive attempts by Russia. Though the Opposition, in both cases, was defeated, the attack was renewed on the 27th of February, when the Earl Stanhopean enthusiastic worshipper of the French Revolutionrecommended, as the best means of preventing aggression by Continental monarchs, a close alliance on our part with France. Two days afterwards Mr. Whitbread introduced a string of resolutions in the Commons, condemning the interference of Ministers between Russia and Turkey, and the needless expenditure thus incurred, in fact, going over[390] much the same ground. A strenuous debate followed, in which Grey, Fox, Windham, Francis, Sheridan, and the whole Whig phalanx, took part. On this occasion, Mr. Jenkinson, afterwards Earl of Liverpool, first appeared, and made his maiden speech in defence of Ministers. He showed that the system of aggression had commenced with Russia, and menaced the profoundest dangers to Europe; that Britain had wisely made alliance with Prussia to stem the evil, and he utterly repudiated all notion of the moderation of the Czarina, whose ambition he asserted to be of the most unscrupulous kind.

ONE:FROM THE PAINTING BY J. M. W. TURNER, R.A., IN THE NATIONAL GALLERY.About ten o'clock on the morning of the 4th of August the squadron weighed anchor for Dublin Bay. They passed that night in Waterford Harbour, and arrived at Kingstown on the afternoon of the following day. When the Queen appeared on deck there was a tremendous burst of cheering, which was renewed again and again, especially when the Victoria and Albert amidst salutes from yachts and steamers, swung round at anchor, head to wind. At that time it is calculated that there must have been 40,000 people present. Monday, the 6th of August, was an auspicious day for the Irish metropolis. It opened with a brilliant sun, and from an early hour all the population of Dublin seemed astir. Trains began to run to Kingstown as early as half-past six, and from that hour to noon the multitudes poured in by sea and land in order to see and welcome their Queen. The Earl of Clarendon (the Lord-Lieutenant), Lady Clarendon, Prince George of Cambridge, the Marquis of Lansdowne, Sir Edward Blakeney, Commander of the Forces, the Archbishop of Dublin, the Duke of Leinster, the chief judges, and a number of peers and leading gentry, arrived early to welcome the Sovereign. There was also a deputation from the county of Dublin, consisting of the High Sheriff, Mr. Ennis, Lords Charlemont, Brabazon, Howth, Monck, Roebuck, and others. The Queen landed at ten o'clock. The excitement and tumultuous joy at that moment cannot be described. There was a special train in waiting to convey the Queen to Dublin, which stopped at Sandymount Station, where the procession was to be formed. In addition to the innumerable carriages waiting to take their places, there was a cavalcade of the gentry of the county and a countless multitude of pedestrians. The procession began to move soon after ten o'clock, passing over Ball's Bridge and on through Baggot Street. At Baggot Street Bridge the city gate was erected. All was enthusiasm, exultation, and joy. Nobody could then have imagined that only one short year before there had been in this very city bands of rebels arming themselves against the Queen's authority. All traces of rebellion, disaffection, discontent and misery were forgotten in that demonstration of loyalty.



FORE:The Austrians advanced under Marshal Braun, an officer of English extraction, against Frederick, but after a hard-fought battle at Lowositz, on the 1st of October, Frederick beat them, and soon after compelled the Saxon army, seventeen thousand strong, to surrender at Pirna. The King of Saxony, who had taken refuge in the lofty rock fortress of K?nigstein, surrendered too, on condition of being allowed to retire to Warsaw, and Frederick established his headquarters for the winter at Dresden, levying heavy contributions throughout Saxony.On Monday, the 17th, Fox renewed the discussion, supported by Mr. Grey, who complained that at a so-called loyal meeting held at Manchester, the people had been incited to attack the property of those of more liberal views; and that an association had been formed in London, at the "Crown and Anchor" Tavern, which had issued a paper called "A Pennyworth of Truth from Thomas Bull to his Brother John," containing most unfounded censures on the Dissenters, whom it charged as being the authors of the American war. He declared that this paper was far more inflammatory than Paine's "Rights of Man," and he desired that it might be read at the table. Fox severely criticised the conduct of the loyal associations, and the means taken by the subscription papers to mark out those who maintained Liberal opinions; all such marked persons, he said, were in danger, on any excitement, of having their persons or houses attacked. He mentioned one paper concluding with the words, "Destruction to Fox and all his Jacobin crew!" This was, he thought, pretty plainly marking him out for such treatment as Dr. Priestley and Mr. Walker had received. The motion was rejected.

Then the sturdy[585] old warrior crushed the Piedmontese at Custozza and drove them pell-mell across the Mincio, after a battle which lasted three days. Charles Albert, unequal to his position, and worn out by the dissensions of his staff, surrendered Milan without a struggle, and by August, 1848, the fate of Lombardy was sealed. In vain the Lombards appealed to France; the cautious Cavaignac had there replaced the sentimental Lamartine. He offered, indeed, to join with England in mediation, and, with his consent, Lord Palmerston proposed the terms which had been previously offered by Baron Hummelauer. The Austrians, however, declined to negotiate on that basis, and at last on the 25th of September declared that they would consent to no cession of territory. However, there was a cessation of hostilities.It was now the turn of the French to triumph, and of the Allies to suffer consternation. Louis, once more elate, ordered Te Deum to be sung in Notre Dame, and all Paris was full of rejoicing. He declared that God had given a direct and striking proof of the justice of his cause and of the guilty obstinacy of the Allies. FORE:Meanwhile the country continued to suffer from a great wave of trade depression. Gloom and discontent were throughout the land; and the Home Secretary of the new Administration afterwards stated that there was hardly a day during this period when he had not found it necessary to have personal communication with the Horse Guards, as well as with the heads of the police in the metropolis, and in the manufacturing districts. There seemed, indeed, to be no limit to the distress of the people. In Carlisle a committee of inquiry into the state of the town reported that one-fourth of their population was living in a state bordering on absolute starvation. In a population of 22,000 they found 5,561 individuals reduced to such a state of suffering that immediate relief had become necessary to save them from actual famine. Terrible accounts from other and far distant neighbourhoods showed how widespread was the evil. The manufacturers of the West of England appointed a committee to consider the distressed state of that district. Taking the town of Bradford, in Wilts, as an example, the committee reported that of the nineteen manufacturers carrying on business there in 1820, nine had failed, five had declined business from want of success, one[486] had taken another trade, and two only remained. Of 462 looms, 316 were entirely out of work, and only 11 in full employment; and this distress, it must be remembered, could not be traced to one great overwhelming cause, like that of the failure of the cotton supplies of a later day. The blight that had spread over the field of British industry was to most men a puzzle; but the West of England committee, after reporting that the same condition of things existed at Chalford, Stroud, Ulley, Wotton, Dursley, Frome, Trowbridge, etc., did not hesitate to declare that the depression of trade that was destroying capital, and pauperising the working classes was attributable to the legislation on the principle of protection. A public meeting was held at Burnley in the summer of 1842 to memorialise the Queen on the prevailing distress. At a great public conference of ministers of religion, held in Manchester in the previous autumn, it had been resolved that the existing Corn Laws were "impolitic in principle, unjust in operation, and cruel in effect;" that they were "opposed to the benignity of the Creator, and at variance with the very spirit of Christianity." This conference, which extended over an entire week of meetings, held both morning and evening, was attended by nearly 700 ministers. Their proceedings filled an entire volume, and attracted considerable attention throughout the kingdom. Similar conferences were afterwards held in a great number of towns.

TWO:Parliament was prorogued on the 27th of April, for the avowed purpose of a dissolution; and in the speech by commission, Ministers stated that it was necessary the people should be appealed to as soon as possible, whilst the effect of "the late unfortunate and uncalled-for agitation was on their minds." Immediate preparations were made for a most determined contest. Money was spent on both sides most prodigally, but the new Ministers had the greater command of ittheir opponents said, out of the king's privy purse. But whether that were so or not, on the system then in vogue, of Ministers in different departments drawing even millions from the Treasury long before they were legitimately wanted, they could have no lack of means of corruption; and this corruption, in bribery and in purchasing of seats, never had been carried further than on this occasion. It was calculated that it would cost Wilberforce eighteen thousand pounds to get in again, and this sum was at once subscribed by his friends. Tierney offered ten thousand pounds for two seats, and could not get them. Romilly, who was utterly averse from this corruption, was compelled to give two thousand pounds for a seat for the borough of Horsham, and then only obtained it through favour of the Duke of Norfolk. Seats, Romilly says, might have been expected to be cheap after a Parliament of only four months' duration, but quite the contrary; never had they reached such a price before. Five and six thousand pounds was a common sum given, without any stipulation as to the chance of a short Parliament. The animus which was excited in the public mind against the Catholics by the incoming Ministers, for party purposes, was terrible. The Society for the Promotion of Christian Knowledge and other religious associations took the lead in the outcry. The Catholics of England, alarmed at the violence of the sensation stirred up against them, and fearing a repetition of the Gordon riots, published an address to their fellow-countrymen, protesting their entire loyalty to the Crown and Constitution. Henry Erskine, Lord Erskine's brother, wittily said, that if Lord George Gordon were but alive, instead of being in Newgate he would be in the Cabinet. The Ministers found that they had obtained a powerful majority by these means, and when Parliament met, on the 22nd of June, they were enabled to reject an amendment to the Address by a hundred and sixty against sixty-seven in the Lords, and by three hundred and fifty against a hundred and fifty-five in the Commons. One of the very first things which the Ministers did was to reverse the mild system of the late Cabinet in Ireland, and to restore the old rgime of coercion. A Bill was brought into the Commons by Sir Arthur Wellesley, now again Secretary to the Lord-Lieutenant, giving authority to the latter functionary to proclaim counties in a state of insurrection, and to prohibit any person from being out of his house between sunset and sunrise, under severe penalties. Then followed another Bill, compelling all persons to register what arms they had, and authorising, on the part of the magistracy, domiciliary visits in search of arms. Education of the people, both there and in England, was discouraged. A Bill for establishing a school in every parish in England, introduced by Whitbread, was allowed to pass the Commons, but was thrown out in the Lords. Parliament was then prorogued on the 14th of August.

They declined to give any account of their conduct at the instigation of a foreign Power, and declared that all the legal parties in Spain unanimously rejected such a humiliating pretension. And, he triumphantly asked, "What would Lord Palmerston say if the Spanish Government were to interfere in the administrative acts of the British Cabinet, and recommend a modification of the rgime of the State; or if it were to advise it to adopt more efficacious or more liberal measures to alleviate the frightful condition of[575] Ireland? What would he say if the representative of her Catholic Majesty in London were to qualify so harshly as your Excellency has done, the exceptional measures of repression which the English Government prepares against the aggression which threatens in the midst of its own States? What would he say if the Spanish Government were to demand, in the name of humanity, more consideration and more justice on behalf of the unfortunate people of Asia? What, in fine, would he say if we were to remind him that the late events on the Continent gave a salutary lesson to all Governments, without excepting Great Britain?"
